In a move to strengthen the collaboration and partnership between two premier public educational institutions in the country, the University of the Philippines signed a Memorandum of Agreement (MOA) with the Philippine Public Safety College (PPSC) on February 3 at the PPSC Head Office in Old Balara, Quezon City. The signing cements an agreement between UP and the PPSC to develop collaborative activities with the following goals: to foster innovative capability-building programs in education, research and public service; to undertake collaborative graduate level instruction, research, training and public service or extension programs; to promote the exchange of scientists and researchers between the two institutions for graduate level instruction, research, training and other related activities; to strengthen the research capabilities of faculty and researchers through the cooperative use of materials and facilities; and, to work together to enhance the institutional capacities of UP and PPSC by collaborating in emerging trans-, inter-, and multi-disciplinary research programs of mutual interest. Established through RA No. 6975 or the DILG Act of 1990, the PPSC is the premier educational institution for the training, human resource development, and continuing education of all personnel of the Bureau of Fire Protection, Bureau of Jail Management and Penology; and it is the provider of all select mandatory career courses for police commissioned officers and specialized courses for personnel of the Philippine National Police. Even prior to the MOA signing on February 3, the PPSC and UP already established ties with each other, with several UP faculty and alumni being conferred the status of Fellow by the PPSC, including: retired Lt. Gen Jaime S. Delos Santos; Executive Director Alfredo Mahar A. Lagmay of the UP Resilience Institute; and, Dr. Raul V. Destura, as Senior Fellows’ and Dr. Emmanuel M. Luna and Dr. Kristoffer Berse as Fellows. UP President Angelo Jimenez represented UP at the MOA signing. He was accompanied by Executive Vice President Fernando Alcantara, AVP For Student Affairs Ma. Shari Niña Oliquino, and UP Visayas Chancellor Clement Camposano. Just before the MOA signing, Jimenez delivered a lecture, “Addressing Legal Issues and Challenges in Labor Migration as a Dimension of Public Safety”, to the current crop of students in the PPSC’s Doctor of Public Safety, Security and Governance (DPSG) program. The students come from different law enforcement agencies and from the executive department. The MOA was signed by PPSC President Ferdinando Sevilla, with Undersecretary for Peace and Order in the Department of the Interior and Local Government Oscar Valenzuela and Director Ricardo De Leon of the National Intelligence Coordinating Agency  as witnesses.
